"scientific officer" means any person who holds a Bachelor of Science degree or an equivalent qualification from a local or foreign institution recognized by the Director General and has a minimum of two years' relevant working experience in a pathology laboratory or haematology laboratory or blood transfusion services as may be deemed suitable by the Director General;
